Dear All, Thank you to all those who have been able to participate in the two consortium meetings last week. Both have been extremely helpful in getting to the next step of development of the proposal. Based on the inputs received last week, I have developed two "intervention packages". You may find descriptions of those packages attached to this message, and in the shared Box folder (sub-folder "Interventions"). In order to help you follow the logic of those intervention packages, please, note the following points: 1. Based on comments received (no age group should be left out within the range provided by the call), I have collapsed the three originally envisaged transitions into two. The first will cover the age range from 12 to 18 and will be labelled transition from early to late adolescence. Intervention package 1 is designed to help this transition by preventing the formation of unhealthy habits, creating and consolidating healthy habits. Intervention package 2 will do the same in the later age group (19-25) supporting the transition to tertiary education/work/independent living. 2. Different domains in each intervention package reflect the structure I proposed on Friday, with several adaptations and specifications. 3. I am circulating these intervention descriptions as proposals (albeit an advanced one, that I would not expect to change to any large extent at this stage). The design of intervention package 1 is ultimately the responsibility of WP4 (led by NIPH) and its partners, and the design of intervention package 2 is the responsibility of WP5 (leadership yet to be assigned - any volunteers or proposals for additional partners who could do it, please, do come forward). 4. The attached intervention descriptions are key tools to be used when approaching country partners whom we expect to implement interventions. WHAT WILL WE THE ASK NEW PARTNERS IN POTENTIALLY IMPLEMENTING COUNTRIES? * What I see as the "ideal" approach here (and I would like to emphasise this is the ideal, but reality may require compromise) is that we include 6 countries implementing interventions in Z-HEALTH, three focusing on the age group 12-18, and three on the age group 19-25. The attached document describing Intervention package 1 currently lists Norway, Slovenia, and possibly Spain (Basque country - TBC) as the three implementing countries. We still need to determine what implementing countries will work on the later age group. * It is not expected that a single organisation (e.g. the Public Health Institute) takes care of implementing the entire package. They can work with other partners (locally or from other countries) on components they need support with. We could even envisage that implementing countries may be given the option of dropping one domain from the intervention package, if they really feel it would be difficult to implement in their countries, but this would not be ideal, because the different domains are meant to address different stages of the habit formation process, as set out in the project's conceptual framework. * The value of implementing and evaluation a whole package of interventions is that this will enable us to assess synergies between components and across NCD areas. There would be easier options, potentially, involving countries picking and choosing from a menu of singe-domain/single-transition intervention options, but I think this would be inferior to the plan I have described before, and would reduce the value of the project. Apologies that this message is getting long, but I would like to address the issue of responsibilities for individual dimensions in the final part of this email, because we need those responsible to start shaping up the relevant tasks. The dimensions of each intervention package are listed below, along with the individual actions they involve. I have added the names of those I would expect to take responsibility for each of them. Please, look for your names in the list below and assess whether you agree with the proposed allocation and whether you are prepared to work on designing the relevant actions over the coming week (so that we can review those in the next Consortium meeting on 30th March). Intervention package 1 Domain 1. Health and digital literacy. 1. TUTCH health literacy programme. [The CHOICE Foundation (Sweden) are interested in joining the proposal and can work with the European Medical Students' Association [suggested by Katja, we can follow up with a direct contact and include them too] 2. Digital literacy programme. [Marisa Miraldo (Imperial) on mis-information management; volunteers sought in support (Daniel, University of Cologne ? Damon, NYU? Others?)] Domain 2. Self-management of digital media use. [I would see the design of all three components here to be led by NYU, but others are welcome to support if interested] Domain 3. Healthy school environments and nudges. [WHO and EuroHealthNet can oversee this domain, specific contributions may be envisaged from Marisa and Daniel, especially on (a) and (b); others?] Domain 4. Resources and services. [Matey's team NIJZ, supported by other countries implementing this intervention] Intervention package 2 Domain 1. Health and digital literacy. 1. Health literacy programme. [Possibly Ane, Irati, Biosistemak] 2. Advanced digital literacy programme. [Marisa, NYU team?] Domain 2. Device-assisted behavioural monitoring and feedback. [we need volunteers here] 1. The proposal is being prepared under the Horizon Europe Health call HORIZON-HLTH-2026-01-STAYHLTH-02: Behavioural interventions as primary prevention for Non-Communicable Diseases (NCDs) among young people. In broad terms, the project is focused on developing, implementing and evaluating evidence-based behavioural interventions for young people aged 12-25, with the aim of promoting healthier habits early in life and reducing the risk of NCDs later on. The call places particular emphasis on health promotion, empowerment and self-management, including health literacy, and on tailoring interventions to different social and socioeconomic realities - its architecture will be organised around implementing and scaling up/out interventions on diets, mental health, and addictions (tobacco, alcohol, drugs, gambling). As the concept currently stands, Z-Health would bring together a European consortium led by Imperial College London, with EuroHealthNet already involved alongside a number of research and public health partners from different European countries (UK, Denmark, Norway, Slovenia). The project is expected to combine a strong central research and evaluation backbone with implementation in selected countries, supported by policy, modelling, dissemination and stakeholder engagement components. The emerging focus includes areas such as health behaviours and wider prevention-related determinants relevant to young people's longer-term health, including issues linked to nutrition, physical activity, sleep and stress, as well as the conditions needed for interventions to be equitable, feasible and sustainable in real-world settings. The topic also explicitly encourages collaboration between healthcare professionals, educators, families and policymakers, and active stakeholder involvement throughout. At this stage, we are reaching out to a small number of potential implementation partners to gauge interest and assess fit. In this context, we would be very pleased to explore whether your Institute might be interested in participating, particularly in supporting the national implementation of intervention activities and collaborating with the wider consortium on country-level delivery, stakeholder engagement and related public health input. We are also considering, where relevant, complementary links with youth-facing organisations in participating countries, but our first priority is to understand whether there is interest from the national public health institute side. Dear Julianne and Kremlin, I hope you had a good break. We have placed in the SharePoint folder you have created the completed FENSA spreadsheet and the signed disclosure forms we have been able to collect so far. A few are still missing, because the holiday break has slowed down responses. As for the budget, we have calculated an average monthly rate for WHO of €9556, corresponding to the mix we have agreed between P3 time, consultant time, and a small share of administrative support. Considering the activities we have agreed (involvement and consultation of national focal points as part of the co-design of interventions, and as part of the dissemination and sustainability activities; and co-production of policy briefs with project partners), we have calculated the following: • 17 Person Months of effort (1 under WP1, 4 in WPs 4 and 5, 4 in WP8 and 8 in WP9) corresponding to 162K€ • 7.500€ for travel cost • a total budget of 212K€. Dear Daniel and Stephanie, We had a good meeting last Monday and we made progress in a number of aspects of the proposal. I attach a PPT that was discussed during the meeting, which provides a number of details about the current state of the proposal. I wonder if you have had any replies from the BGF Institute. We would be keen to work with them in this project if we manage to involve them in the tight remaining time frame. The National Public Health Institute (BIOG) decided that they would not be an appropriate partner in the project because responsibility for health promotion interventions is at the State level in Germany, and they mentioned that we may want to involve the State Office for Health and Occupational Safety of North Rhine-Westphalia (Home - LfGA NRW<https://www.lzg.nrw.de/>) if we are planning an intervention in your State. I think if we have an agreement to participate by BGF, this would be sufficient at the proposal stage, and we may mention in the proposal that we will seek a partnership with the State Office during the project. Daniel, I am sharing a description of WP4 in the format that will be included in the application. As you know, WP4 is a "twin" work package to WP5, which you will be leading. So, the description of WP5 will be verry similar in structure to the one attached here for WP4. In particular, the first two tasks will be virtually the same, with minor adaptations, and task 3will involve subtasks that will reflect the intervention components that we have envisaged for the age group 19-25. I would appreciate if you could send me a corresponding table for WP5 by next week. Feel free to overwrite the attached WP4 template and change what needs to be changed. These are obesity and metabolic health; mental health; and addictions (broadly covering, alcohol, tobacco, substance use, gambling, screen addictions etc.). We have identified two key transitions within the relevant age range. The transition from early to late adolescence (age 12-18, coinciding with secondary school years) and the transition from secondary school to tertiary education/work/independent living (age 19-25). For each of these two age subgroups, we have created intervention packages that include multiple components, as follows: 1. For the age group 12-18: * Health and digital literacy * Self-management of digital media use * Health promoting environments and nudges * Resources and services 2. For the age group 19-25: * Health and digital literacy * Device-assisted monitoring and feedback * Health promoting environments and nudges You will find more detailed descriptions of the actions involved in each intervention package in the attached documents. Ideally, we would have a preference for implementing the intervention package for the older age group in Germany. This could involve, for instance, recruiting young people through schools at the end of the secondary school cycle, and following them up for a period of time after they leave school. It's very frustrating that the technology we are using works less well than what we had 8 years ago, when we were working on the STOP proposal. Both the group addresses and Box seem to be having lots of issues. I worked on the 3103 proposal yesterday and I realised this morning that the file was still "saving...". To avoid losing what I had done, I had to save the file in a new version 0704, part of which will now need to be copied into the main version. Please, check whether Box is doing this to you as well, and make sure anything you add/change is reflected in the online version of the file. So frustrating...

Hi All, I hope you had a good Easter and ate lots of chocolate. Without wanting to interfere with your further holiday plans, especially now that Spring seems to have arrived, i am just reminding you that we will need to send a set of documents to WHO tomorrow, which should include: a proposal (obviously this won't be complete, but it should at least look as complete and tidy as possible); a budget (I assume they will be OK with an overall total budget and details of the WHO budget); FENSA (due diligence information) spreadsheet, and signed disclosure forms. My understanding is that the FENSA spreadsheet is reasonably complete. We do not have all the signed disclosure forms (some of the partners have not yet formally joined) but hopefully they will be OK with this. The budget is doable. The proposal is the hardest bit. I am planning to finish objectives and ambition today, and to do part of the methodology section (I hope at least half of it). I will assign sections to people, but I don't expect those to be ready by tomorrow. For WHO, it's important that we have something in each section, even if not complete, and we should also have the section on Consortium as a whole completed, because this is important for them. Please, let me know if you have any views on the above and if there is anything you may be able to do today or early tomorrow. Thank you. Franco
