Dear Franco ,
Thank you. He called me on Saturday. It will not be possible to be a subcontractor now, looks like rules have changed. So the option is to be a full partner if it is feasible.
He said WHO added value should be clear . Let’s think from a different angle that WHO endorsement . Because norms and standards and endorsement are not feasible for scientific projects. Shall we say based on WHO guidelines and our knowledge on current status of policy and programme success we contribute to the multi component intervention development? 
It will show our added value is in addition to the scientific literature, we bring the current status of policy or reality check in to intervention development. We can event test them with national obesity focal points of several EU countries before finalisation for feedback?

Unfortunately Thursday and Friday are public holidays in Copenhagen. Our last working day is Wednesday for this week. Can you please share what ever you have by Tuesday COB. He wants to take the decision on Wednesday. Budget is also important. If necessary we can have a call with you and Pierre Rocca on Tuesday? 
Julianne can facilitate coordination with their team.

Thank you for your efforts. The consortium is now complete. The proposal and budget are in a reasonably advanced state. We can send drafts to you and Pierre by Wednesday at the latest.

 

However, we have not yet had a chance to discuss the role of WHO. Please, let me know what you think of the following:

 

  1. If WHO were to participate as a sub-contractor, we would need to identify specific deliverables that could form the object of a contract. These could be policy briefs and other dissemination/knowledge translation activities for EU and WHO Member Countries.
  2. If WHO were to participate as a full partner, we could envisage your support in the design of the multi-component intervention packages, leading to some kind of WHO endorsement of the intervention approach, which may facilitate further uptake. This could be in addition to the deliverables envisaged at point 1.
