The forces are calculated as the integral of the pressure and viscous forces around the body resolved into the streamwise and tangent direction. So once the kinematic viscosity is defined this is the only input into the actual force. If you have normalised your inflow to be one and the characteristic length of your geometry is also one then the forces in the file will be half of the CL and CD values since density in the incompressible solver is also set to be one.
