Update on the Pre-Departure Test Requirement
According to https://www.gov.uk/guidance/red-amber-and-green-list-rules-for-entering-england,
from Mon 4 Oct 2021:

If you have been vaccinated with a full course of the Pfizer-BioNTech/Comirnaty or Moderna COVID-19 vaccines from a relevant public health body in Singapore
-
You will NOT have to take your pre-departure COVID-19 test.
You are still however required to:

Book and pay for your day 2 COVID-19 test

Complete your passenger locator form within 48 h before your arrival in England

Take your day 2 COVID-19 test after arrival in England
You must be able to provide a document (digital or paper-based) from a national or state-level public health body
showing your:

Forename and surname(s)
-
Date of birth
-
Vaccine brand and manufacturer
-
Date of vaccination for every dose
-
Country or territory of vaccination and/or certificate issuer
You can get your vaccination certificate fulfilling these above-mentioned requirements from https://www.notarise.gov.sg/.
Singapore Vaccinated Travel Lane
From Tue 19 Oct 2021, fully vaccinated Singapore Citizens and Permanent Residents departing from the UK may return via the Vaccinated Travel Lane (VTL) to enjoy quarantine-free measures
on return to Singapore.
Travellers are considered fully vaccinated if they meet the following requirements at least 2 weeks before arrival in Singapore:

Having received the full regimen of WHO EUL vaccines from a specific manufacturer, and

Having met the minimum dose interval period.
Travellers must undergo a COVID-19 PCR test within 48 h before departure for Singapore and must be in self-isolation until they receive a negative on-arrival COVID-19 PCR test result (in their HDB flat, condo, hotel, etc.).
