Hi Darren,
I think the policy for eduroam is somewhat site-specific (and variable),
but I have seen issues just like this at some places myself. (Quite a few
sites block outgoing requests on 'non-standard' ports on all visitor
networks).
Unfortunately I don't think there is really much I can suggest. Perhaps
your home institute has some login nodes you could SSH to and run the
DIRAC-UI there instead or something like that?
