This is so DIRAC can start using the AREX interfaces of the ARC-CEs as the ARC interface DIRAC is currently using is becoming obsolete. Hopefully this upgrade should not interfere with any running/queued jobs and it will require no upgrades on the user side. Having said this, if you notice anything odd after the upgrade, please let us know as soon as possible.
