I'm not sure how spud is installed. However, I note that firedrake-fluids is unmaintained, and has not been updated since 2015. What kind of flow problems are you trying to simulate? For coastal ocean, either shallow water equations, or 3D, I would recommend using thetis (which is built on top of Firedrake) (www.thetisproject.org).
