The Deal.II people have put a submitted preprint of something which looks a little OP2-like up on the web. http://www.math.tamu.edu/~bangerth/publications/2013-pattern.pdf

They cite some of our earlier work (although I think they mischaracterise it fairly awfully), but they don't mention PyOP2, which is unfortunate.
