From the website: "Firedrake is an automated system for the portable solution of partial differential equations using the finite element method (FEM)." If you want to use the finite element method, you need to learn how to use weak forms, yes.

Using OpenFOAM also requires knowledge of how discretisations work, just like Firedrake or any similar package.
