I think that one step that is really necessary is a properly structured approach to hypermaterial - i.e. it needs meta-data (indexing, etc) and it should be generated in a better markup language than HTML - preferably SGML (I'm biassed!). At present I'm editing my Internet course and the pethora of styles and authors is a nightmare. We also need tools for analysing slef-consistenscy, generating TOCs, etc.
P.,
I endorse that. Its only going to get worse. Whether products such as SiteMill/PageMill, HotMetal (which is very fussy) etc will become commonly used I don't know. They are not cheap, and have to compete with free products!!
