Why not simply get a CD rack and keep the empty cases on display (or get some cases and print some informative labels, (keeping the CD itself secure) give the whole thing an accession number, so that it can be withdrawn on a very short term loan, just as a public library handles CD's and other such media. That would handle the two issues you're worried about, viz. security, and availability.
