This (known as Client Pull) was introduced by Netscape (when they first started supporting Server Push as well), but is also supported by the Internet Explorer (definitely Win95 versions, I presume Mac/Win3.x versions also) and NCSA Mosaic (same as above, definitely Win95). It is very probably supported by almost all browsers I should imagine, since it just creates artificial HTTP response headers to the browser.
