Fro two separate sources, I gather that both MS IE and Netscape browser development kits are available which allow an institute or organisation to produce customised versions for distribution in the own organisation or perhaps as part of specific projects. I am wondering why my own organisation appears not to have done this, and would like to persuade them to at least consider it.
