There is an FAQ at the MDL site that deals with this problem.

I quote
"Using the Chime installer will not automatically place the Chime
files in the required location to allow you to render structures
with Microsoft Internet Explorer 5.0. You
must have either Internet Explorer 4.n or Netscape Communicator
4.n already installed on the operating system. Copy the Chime files from the Netscape Plug-ins or
Internet Explorer 4.n plug-ins directory into your Microsoft Internet Explorer 5.n directory.
We will fix this in the next release of Chime. "
This FAQ was apparently written for the beta 2 version of IE5.
Although earlier on the FAQ also says
"The current Windows installer now automatically places the Chime files
in the required location to allow you to render structures with Microsoft Internet Explorer 5.0."
So there does appear to be some confusion there. The Windows installer seems to be the
original one, ie there do not appear to have been any recent releases of the installer.
I had IE4 installed with Chime and then I over-installed with IE5. Inspecting the plugins directory,
the IE5 installer did appear to have correctly installed the Chime plug-in, and
when I ran it up, it did work. So it IS possible.
I might add all of this was done under Virtual PC/Win 95 on a Macintosh.

Subject : getting Chime working with MS Internet Explorer
I used to run version 1 of Chime with MSIE3 and it worked. Then I upgraded
to MSIE4.01 (under Win95) and soon after I tried to upgrade to Chime 2. It
failed with an "Error locating object identifier" for pdb and most other
relevant file type. I played around and got nowhere; I e-mailed MDL and got
no response. In the end I put it down to bad luck and a system that had
seen too many upgrades and service releases.
I have now just tried to get Chime 2 working with MSIE5 under WinNT4 on a
new clean system - it says that it installed successfully but it failed in
exactly the same fashion despite the fact all the file types do seem to
registered with Windows. At this point I am wondering if I am alone in my
misery, whether there a simple fix that I am missing or does any user of
MSIE simply have to abandon hope of ever using Chime again.
In fact in this latter case it was at least a simple problem ... still by
this time I had written this message so just in case someone else is
suffering then here is the solution.
... the plugins had been installed in the wrong directory (in my case they
should have been in C:\Program Files\Plus!\Microsoft Internet\PLUGINS
rather than C:\SP4\I386\Plugins and a simple copy across of the four chime
related files solved the problem); so much for intelligent automated
installation - perhaps it's not too surprising that Mark Winter's records
show only 2% of users have a working Chime plug-in !

The January 1999 issue of the Journal of Documentation is a special
issue from the UK Office for Library and Information Networking (UKOLN).
Some subscribers to this list might be interested in an article by Brian
Kelly and Ian Peacock (J. Doc. 1999, 55(1), 82-95) om monitoring trends
in Web service provision. Web Watch software (a Web robot) was used on
two occasions to monitor UK Higher Ediucation sites. Trends in browsers
used, Java, metadata etc. are reported. Kelly also has an article on the
evolution of Web protocols on pages 71-81 but subscribers to this list
may already be familiar with the information therein.
Sorry this message is a bit late (the March issue of J. Doc. is already
out); I've been catching up with my reading.
